I don't know how to explain this but default editor of moodle, HTMLArea, never renders "Math expressions" - there is no such thing in php, (X)HTML or javascript that HTMLArea uses. Third option that does not require internet connection is to use jsMath filter as renderer (together with DragMath). And it certainly does not require any internet connection but this image fallback option is poorly documented - sorry for that. If you use AsciimathML as renderer you will see mathML in Firefox (it will never need internet connection) and you can set the image fallback renderer to use local cgi mimetex etc. If you use tex output you need a tex renderer which is usually local executable mimetex file from folder filter/tex or local distribution of latex which can be installed to work locally but it takes a lot of hard disc space (MikTex, Tex Live etc) and you need to enable tex filter from Administration > Modules > Filters before your moodle can render tex.

DragMath requires just Java Runtime Environment (JRE) version 1.5 or higher installed. DragMath does not require internet connection but you may mix this in rendering maths.
